Port Authority MWBE / LBE Initiatives

We believe that the contractors working with the Port Authority should reflect the diversity of the communities we serve. To that end, we have enacted a goal of awarding 20 percent of contracts to certified Minority-owned businesses (MBE) and 10 percent of contracts to certified Women-owned businesses (WBE), with a special attention towards and prioritization of local business enterprises (LBE).

To qualify for special procurement opportunities with the Port Authority of New York and New Jersey, be sure to certify your firm as a Port Authority MWBE

Local Business Enterprise (LBE) Program

To be eligible for LBE participation credit, a firm must have its principal place of business located within Tier 1 Zone or Tier 2 Zone for at least one year.

To access opportunities with the EWR Redevelopment Program, businesses should register as a vendor with the Port Authority prior to bidding for contracts.

Procurement

Council for Airport (CAO) Opportunity

CAO provides free job search assistance and referral to prospective employers, career counseling, orientation for success in employment, skills training opportunities and internship/aprenticeship opportunities.

Secure Worker Access Consortium

The Port Authority of NY & NJ requires membership in the Secure Worker Access Consortium (SWAC). SWAC provides a managed, certified compliance to meet workforce qualification requirements and to reduce security challenges while working at Newark Liberty International Airport and other facilities.

 

EWR Redevelopment Programs require that all contractors perform background checks through SWAC and obtain SWAC identification cards with a “high” SWAC approval level for all new contracted personnel. No additional SWAC processing is necessary if contract personnel had been previously SWAC-approved (at the requested level) for other projects and/or locations.
